Dr. Roxanne Kemp, Ph.D.

Dr. Roxanne Kemp serves as Co-Founder, President, and Chancellor of Ebed-Melech University, where she provides high-level strategic, spiritual, and academic leadership. As the institution’s visionary architect, she leads the design of its mission, academic framework, and global expansion initiatives, ensuring alignment with its guiding principle: “We rise by lifting others.”
Ebed-Melech University was founded out of a calling to fulfill the Great Commission—“Go therefore and make disciples of all nations… teaching them to observe all that I have commanded you” (Matthew 28:19–20, ESV). This calling extends beyond traditional ministry into leadership, education, and influence—equipping individuals to serve as faithful stewards and Kingdom builders across every sphere of society. Grounded in this mission, the University advances a faith-integrated approach to education that develops the whole person—spiritually, intellectually, and professionally—preparing graduates to lead, build, and serve with purpose and impact.
In her role, Dr. Kemp focuses on institutional vision, innovation, and strategic partnerships, while the University’s day-to-day operations are carried out by executive leadership. This leadership structure enables her to remain dedicated to long-term strategy, institutional design, and global advancement, while ensuring operational excellence across all areas of the University.
A proud veteran of the United States Army Signal Corps, Dr. Kemp served as a 31R Communications Specialist—an experience that shaped her lifelong integration of technology, leadership, and service. She brings more than two decades of experience across higher education, organizational leadership, and digital learning innovation. Her career includes senior roles such as Chief Academic Officer, Dean of Online Education, Director of Online Learning, Campus Director, Professor, and Dissertation Chair, through which she has led transformative advancements in online and faith-integred education.
Dr. Kemp holds a Ph.D. in Technology from Capitol Technology University, along with both a master’s and bachelor’s degree in Psychology from Tarleton State University, graduating magna cum laude. She also completed graduate studies in Educational Leadership at Stephen F. Austin State University and pursued advanced doctoral and business studies at University of the Incarnate Word. Her additional credentials include certifications in Telehealth, Cultural Intelligence, and Learning Management Systems administration.
Together with her husband and Co-Founder, Kevin Kemp, Dr. Kemp established Ebed-Melech University to address both the practical and spiritual gaps in traditional higher education—developing leaders who are equipped not only for careers, but for calling.
Dr. Kemp’s work is driven by a commitment to expanding global access to education, empowering underserved communities, and raising leaders prepared to serve, build, and lead with purpose, integrity, and faith.
