Dear Students, Families, Faculty, Partners, and Friends,

Welcome to Ebed-Melech University—a Christian learning community shaped by the Great Commission and created for people who believe education can be intellectually serious, spiritually formative, and deeply connected to calling.

EMU was founded from a conviction that Christian higher education should equip the whole person for faithful service. Matthew 28:19 gives our University a clear charge: to teach, disciple, go beyond borders, and prepare people who can carry Christian truth, wisdom, compassion, and excellence into the places they are called to serve.

As a fully online university, we are uniquely positioned to carry that mission beyond geographic boundaries. Through faith-integrated academic programs, The Lion’s Den, faculty engagement, scholarship, research, spiritual formation, and global connection, EMU seeks to develop learners who are prepared to teach, lead, build, minister, and serve wherever God sends them.

Our name continually reminds us of the kind of leadership we value. Ebed-Melech the Ethiopian saw what was at stake and used his influence with courage and compassion. That spirit remains at the heart of our institutional motto: “We rise by lifting others.”

My prayer is that every learner who enters EMU will grow in knowledge, deepen in faith, and leave better prepared to answer God’s call with courage. We are the Lions. I welcome you to Ebed-Melech University.

Official Biography

Roxanne Kemp, Ph.D.

Dr. Roxanne Kemp serves as Co-Founder, President, and Chancellor of Ebed-Melech University, providing high-level strategic, spiritual, and academic leadership. As the University’s visionary architect, she leads institutional mission, academic framework, strategic development, faith integration, and global advancement.

Her leadership is grounded in EMU’s Great Commission calling and its commitment to faith-integrated education that develops learners spiritually, intellectually, professionally, and ethically. Her work brings together higher education leadership, organizational strategy, technology, psychology, online learning, institutional development, and Christian service.

A veteran of the United States Army Signal Corps, Dr. Kemp served as a 31R Communications Specialist. Her military service contributed to a lifelong integration of technology, leadership, service, communication, resilience, and organizational responsibility.

Dr. Kemp brings more than two decades of experience across higher education, school leadership, organizational leadership, online learning, academic administration, accreditation consulting, and digital education. Her professional background has included service as a school principal, Chief Academic Officer, Dean of Online Education, Director of Online Learning, Campus Director, professor, dissertation chair, and accreditation specialist and consultant.

She earned a Ph.D. in Technology from Capitol Technology University. Her academic background also includes doctoral study in psychology, where she reached ABD status, as well as doctoral business studies at the University of the Incarnate Word.

Her academic journey reflects an evolution from counseling-oriented study toward educational leadership and institutional development. While working as a charter school principal, Dr. Kemp initially saw counseling as the natural extension of her psychology-focused studies. Through the work of leading a school, developing people, and shaping educational systems, she came to understand that her primary calling was education itself.

Dr. Kemp’s master’s and bachelor’s degrees are in Liberal Studies with an emphasis in Psychology. Her early academic path reflected a strong interest in counseling, human behavior, and helping professions. While serving as a charter school principal, however, she came to recognize that education and educational leadership were not simply professional responsibilities, but a deeper calling. That realization led her to complete graduate-level Educational Leadership training through Stephen F. Austin State University, strengthening her preparation in school administration, educational systems, and institutional leadership.

Her additional graduate preparation includes a Graduate Certificate in Telehealth from American College of Education. She has also completed professional development and certification in Cultural Intelligence (CQ), reflecting her commitment to effective leadership across cultures, institutions, communities, and global learning environments.

Across her consulting work, Dr. Kemp has spent years supporting institutions as an accreditation specialist, helping leaders strengthen academic quality, institutional documentation, policy alignment, compliance preparation, and organizational readiness. That experience continues to inform her approach to university development, quality assurance, and responsible institutional growth.

Together with her husband and Co-Founder, Kevin Kemp, Dr. Kemp established Ebed-Melech University to create a faith-based learning environment committed to accessible online education, purposeful scholarship, global connection, spiritual formation, and preparation for calling.
